NORCECA Executive Committee and Board of Administration

Hold Annual Meeting Ahead of Congress

SANTO DOMINGO, Dominican Republic, October 24, 2026. – The NORCECA Executive Committee and Board of Administration held their annual meeting virtually on Saturday, October 24, as part of preparations for the upcoming NORCECA Congress, reviewing the Confederation’s activities, financial performance, proposed constitutional amendments, development programs, and competition planning for 2027.

NORCECA President Cristóbal Marte Hoffiz highlighted the importance of the meeting, which provided an opportunity to assess progress made throughout 2026, discuss key administrative and sporting matters, and advance preparations for the upcoming Congress.

During the session, members approved the minutes of the 2025 Executive Committee and Board of Administration meeting and reviewed the Confederation’s 2026 Activity Report, which will be completed following the remaining events of the season. Reports from the Zonal Associations will also be presented to Congress.

The Executive Committee and Board of Administration examined NORCECA’s Financial Report, Statement of Financial Position, and Operational Budget, including financial projections for 2027.

The financial presentation highlighted the Confederation’s strong financial position, with its credit line fully available and no outstanding bank debt.

Competition events, marketing, and advertising remain important sources of revenue, supporting NORCECA’s commitment to reinvesting resources in its National Federations and development programs.

Financial assistance includes sports equipment for the Zonal Associations, support for youth, junior, and senior competitions, the NORCECA Beach Volleyball Continental Tour, volleyball development initiatives, instructor education, and the FIVB-NORCECA Regional Development Center.

Members also reviewed the external audit conducted by Ernst & Young and the internal audit report, reaffirming the Confederation’s commitment to financial transparency and accountability.

Marte Hoffiz emphasized the importance of maintaining NORCECA’s financial stability and continuing to strengthen its resources for the benefit of its National Federations, noting that one of his main objectives is to leave a legacy of an increasingly financially strong Confederation.

The meeting included a review of the 2026 reports from NORCECA’s Commissions, whose activities and recommendations will contribute to the Confederation’s Annual Report.

The FIVB-NORCECA Regional Development Center also presented its activities, highlighting its recognition by the FIVB as a Development Center of Excellence and the implementation of its international education programs throughout 2026.

FIVB Empowerment initiatives were another important topic. Glenn Quinlan provided an update on efforts to support Category 1 and Category 2 National Federations through coaching assistance, knowledge transfer, sports equipment, and programs adapted to their individual needs.

Regarding the competition calendar, NORCECA reported that approximately 85% of the events and host countries for 2027 have already been confirmed, with further adjustments underway to finalize the remaining competitions.

The Confederation continues to coordinate its extensive competition program with the international FIVB calendar, maintaining its position as one of the continental confederations organizing the highest number of volleyball and beach volleyball events.

Members also reviewed the qualification systems for the Lima 2027 Pan American Games.

In beach volleyball, the United States has already secured one qualification berth in each gender, with seven additional teams per gender to qualify through the 2026 NORCECA ranking.

For indoor volleyball, NORCECA will have four teams per gender, with Cuba already qualified in the men’s competition and Mexico in the women’s competition. The remaining three berths in each gender will be determined through the final 2026 rankings.

The meeting also emphasized that qualified National Federations must fulfill the applicable participation requirements in the 2027 competitions to maintain their qualification berths.

Another important topic of the meeting was the work carried out by the special legal working group responsible for reviewing and updating the NORCECA Constitution as part of preparations for the upcoming Congress.

The group examined the constitutional provisions adopted at the 2022 NORCECA Congress, reviewed their English wording, and prepared recommendations aimed at strengthening the organization’s governance, administrative structure, and transparency.

Among the matters discussed were the composition and voting rights of the Board of Administration, presidential terms and succession procedures, gender representation, and appointment authority.

One of the decisions supported by the Board of Administration was to grant voting rights to the representative of the NORCECA Secretariat on the Board, without restricting that representation to a specific administrative position.

The proposed constitutional amendments will be presented for further consideration by the NORCECA Congress, with final approval of the corresponding legal provisions scheduled for the in-person session in Punta Cana, Dominican Republic.

The 2026 NORCECA Congress will be held in two parts, beginning with a virtual session on October 31, followed by an in-person session on November 19 in Punta Cana.

Marte Hoffiz expressed his satisfaction with the productive discussions and thanked the members of the Executive Committee, Board of Administration, legal working group, and administrative and financial teams for their contributions.

He also emphasized that the review of NORCECA’s legal framework, continued financial strengthening, and coordinated development efforts are essential to ensuring the Confederation’s long-term institutional stability and growth.
